All players should be able to hear the ambient_generic sounds (previously only the host could)

If any other map authors run into the issue the solution was to is to check the "Play Silently" flag and have a trigger or something at spawn fire off to play the sound, otherwise if you have a looping sound and "Play Silently" is NOT CHECKED the host and only the host will be able to hear it.
