-Added AI selection criteria to exploration and expansion idea groups to prevent ai nations from taking those ideas if they have north american, south american, mesoamerican or andean tech groups and they have not reformed their technology group.
-Created a seperate patch to provide the same capability for The Idea Variation

-Created event to restrict eligibility for AI to reform religion if has central american religion that is eligibile for reform. Currently set at 2% chance. Humans automatically eligibile.

-Fixed 2 slow down errors with institutions that were causing delays when selecting the institutions menu and during monthly change over recalculations. I did away with the embracement spread modifier based on general area, that was just way too much and serve little purpose (given that the whole idea is that institutions are spreading anyway). I removed the calculation for the foreign merchant modifier from the institution framework to a seperate event. This means that you the game does not have to go through all trade nodes everytime the player selects the screen, much more efficient.
-Edited institutions screen UI so that the background now covers the institutions icons
-Added support for high american tech group
