Corrected the aim penalty to Deadeye reducing it to 1% instead of the increase of 205% that was in error. Also adjusted the xp and kills required for promotion. You will now rocket to colonel unlocking the top tier ability within 8 missions.

Updated (corrected) config overrides for DLC 2 and 3 content. Shen, Central, and your Sparks are now correctly receiving the same "upgrades" in characteristics as your new rookies.
