Switched to checking unitvalues, fixed bug with Assassination Protocol where it would cause less damage if hitting a low max HP target with a very strong weapon.

Assassination Protocol should now properly work when you hit max stacks. This is not a retroactive fix for in-progress missions.

Destroyed HK Droids that have been recovered from the field will now be rebuilt by the HK Unit project in the Proving Grounds.
