Explained what the MinDuration and MaxDuration values do.


Fixed issue that would let players cheese dark event creation if they only had one contacted region: you can no longer slow down dark event generation to just one per month if you have the one region, you'll have a minimum of two.

Allowed whether or not tactical dark events can only be generated in contacted regions to be adjusted in the config.

Raised base duration of dark events to account for long generation times.

Fixed template logic error causing COIN Ops and COIN Research to be unable to spawn in the same region.

Made it so the default is allowing region liberations to shut down dark events.

This will now try to adjust templates so they are no longer infinite and can be repeated: this only works in new saves however, LW2 didn't change how dark events are stored in the backend, and thus these changes don't work retroactively.
