Changed the settlement occupation mechanic so that (in most cases) it now generates occupation options based on the former owner's faction, not the underlying region subculture. This should fix a lot of issues.

Aside from bug fixes, this update is very exciting because it brings back… wait for it….

REGION GIFTING!

Yes, a much-missed feature returns. Sort of. Kinda. In a limited fashion. At the moment you’ll only be able to gift province capitals, and only back to their original owner, and only through a slightly circuitous route. Here’s how it works:

If you are occupying the *former province capital* of a *living* Elector Count faction that you are *not at war with* you should receive a custom dilemma in which the Elector in question will ask for their city back.
(The dilemma will usually trigger at the start of the turn immediately after these criteria are met, but may take a turn or two)

The dilemma offers you a choice – return the region or ignore their request. Choosing the first option will trigger an event pop-up at the *start of your next turn*, which will immediately trigger a script that ejects any troops you might have garrisoned and transfers the region to the new owner. This will remove any of the legitimacy penalties incurred from occupying the region in the first place.

This event is programmed to pop up about every 25 turns so you can change your mind.

This is all the result of some horribly clunky amateur scripting on my part, so there may still be a few issues, but I'm very excited about it.

Fixed a crash caused on entering negative legitimacy, the result of a stray negative symbol in the db files.
