- ether wormholes can be stabilized and stay active forever
- fix an issue when friendly dragons doesn't turn hostile being attacked
- fix hostility issue with potentially friendly countries stay hostile if appears after game start, e.g. L-drake

- fix bug that cause too often dragon egg discovery
- recreate dragons when needed simulating ether wormhole from nowhere
- slightly decrease chances to grow dragon from an egg

Fix usage of 'any_planet' trigger. After 2.2.3 it means always 'any galaxy planet' and must be replaced with 'any_system_planet' where it is needed
