Event chain to make dragons friendly

- added new path in 'Way of the dragon' event chain to invent means to
make dragons friendly
- new edict is available to make dragons count us as the same kind
- added variations in edicts/events availability depending on country
civics/ethics

- With 2.0.3 update no need to change starbase size upon disabling it, inhibitors should stop working on disabled station

Reworked mechanism to determine recently visited planets/systems.
- system 'recent' flag is per-dragon but not country-wide as before
- dragon will be able to visit recent planets if all are 'recent' and don't stuck
