Quick update to fix few bugs for the last update
- fix bug in healing triggers causing dragons to stuck
- fix weird bug causing all dragons to be able to hatch an egg
- clean both issue in savegames

- reduce amount of hull and armor at 20%
- add modifiers to slowly restore hull and armor
- can restore hull faster at stars and armor at astreroids
- heal routine for damaged dragons
- increase dragon grow time
- set cap for maximum dragons in galaxy
- lay egg more often when there are few dragons and less often when there are many
- add more dragon name
- add more weight for 'Dragon Fear' edict if there are several dragons inside AI empire borders
- edict costs now energy instead of influence

- wormholes traveling
- killed dragons will leave debries more likely
- increase time for a new dragon to born
- decrease amount of hull and armor slightly
