How about a Diplomatic State? It's a little far fetched, but it could basically give its allies more votes in the Congress than a regular City State would, and gve a few more votes to its friends.

It doesn't replace them. I orginally made this for vanilla, as part of the Uomo Universalis suite, before mercantile existed. Then extracted it as standalone for G+K, though as you say concepts overlap somewhat.

Does the fifnancial replace Mercantile? They seem to be similar concepts with different mechanics, which feels odd to me.

It's the same. It's just called "Tribal" now and the city state names have been altered accordingly. Flavor, that's all.

What means "Adds a bunch of tribes." Is militristic city state trit still the same or it had changed somehow?

I updated the way my persistent variables are stored: they were dependent on the city name, which can be changed during the game. Why does this matter? After auto-updating the mod you might get a double gold bonus in games started with the initial version. Sorry.
