The arc has not been changed at all, look at the FAQ, the arc has not changed whatsoever.
The arrows might or might not come back down. I never had a problem with them disappearing into the clouds even before I made this mod, so you've probably got other problems.
Also, does this make it so I can now shoot arrows straight up in the air at full draw, and have them come back down rather than vanishing into the clouds?

The reason you can't see them has nothing to do with the mod. It's you're graphics settings, specifically "Actor Fade" which determines how far away from the camera an actor has to be before it renders. You could increase "actor fade" to solve this problem, but it will probably incur an FPS drop.
