Jecrell has a huge catalogue of really fantastic mods that require a lot of time to maintain and update, and they have made the decision to place the update of RimRoads on permanent hold for the forseeable future. They want to devote their time to expanding and updating their other mods because that is where their drive and enjoyment is targeted just now.
The only possible solution I can see is to either have a experience modder contact Jecrell to get permission to investigate if updating the mod is possible, and if so to release it 'Unofficially', or to contact Tynan and request he makes it a part of Vanilla RimWorld.
Note the tags on the mods that denote what version of the game you must have to use them. In this case 0.18. There is no 1.0 compatible version sadly.
