In Fact CA removed the general Public Order Cheats Bonus on their Cities, so youll encounter the same in Vanilla.
I recommend using a Mod like my Better AI 2 to make the Game harder, where ill give just enough PO to make it a Concurrent with a better Buildings Order.

Updated, enhanced and renamed Table to be high Priority.
Best to use it at the Top of Load Orders.

this mod no longer works i figured out in a campaign. I parked 12 tomb king lords in a territory, they region had a massive public order debuff from all the raiding. Never dropped below +100% public order.

Also on the Dwarf subject, using mods that allow one to liberate factions or disable confederations can help manage the runaway dwarven empire, and preserve more minor factions. Though this makes steamrolling late game a bit easy since there's few large empires to challenge you.

CA has upped the Difficulty for Warhammer 2 - Hard is now between Very Hard and Legendary and on Very Hard and Legendary the AI gets -40 % Upkeep.
Also they did not add Behaviour for the AI of conquering unsuitable unloreful Climates, while giving the AI still great Confederation Bonus and a weak Greenskin Faction, which needs the Waaagh Animosity Cheat Buff to be a Threat.

This leads to OP Dwarfs as never seen before.

Its fixed in Mods like my Better AI 2 and reduced in Climates Mods from Leylos.

But after they are already that big, theres is literally nothing you can do.

Would it be possible to have a mod like this only for the Dwarfs? It would really help one of my campaign's where the Dwarfs own 60 settlements and have destroyed all the interesting factions. The other factions are fine, so I wouldn't want to harm them.

I'd guess that this mod, combined with a mod that lowers immortality to like level 5 or so, could actually provide a much more challenging late game versus the player. The reasoning is, the AI will get many more battles, easy battles, to farm XP, allowing them to level up their lords and heroes.

Currently you will rarely if ever see a non LL ever hit immortality levels, which means that your armies will all have massive advantages since the player will go out of their way to baby sit/level their other lords up.

Yeah definitely. After trying the mod for 200 turns I can definitely say that it does actually ADD difficulty in certain ways while allowing public order / corruption effects on your agents/ lords to actually matter.

Its good, I don't know why CA felt the need to add public order cheats - it's not any easier, just hard in a different way since with the public order bonus there's never anybody defending a large AI empire's territory.

<<<< This is really a serious Problem in all Total Wars and can only be solved by us by giving less Upkeep...

Acutally I think that's good because the AI right now is terrible at defending its home province. Its so easy to economically eviscerate a big empire because its armies are always out expanding borders and not defending the valuable provinces.

Then the AI starts disbanding troops a bit in each army instead of whole armies so all its armies are 15 instead of full 20 and therefore easy to pick off 1v1

It will sit more in City to maintain Order and fight more Rebellions, Just Like the Player.
If you ask me, this whole Public Order shouldnt be ever based on stupid negative per Turn but based on Population, Like in the early Total Wars - i find it Just annoying...
In Legendary its Harder to Fight PO than Enemy Armies....

Hey Minos I like the idea of this mod but is the AI notably weaker with it? I love the idea of being able to finally use anti-public order tactics, but does the AI have the intelligence to manage its own public order problems without the bonus?

Gonna try it myself to find out but I figure if you put an answer here or in the description it might save someone getting to a hundred turns to find out.

This mod is mandatory if you are playing a corruption faction. Public order cheats make it impossible to spread rebellions on higher difficulty.
