Since when where sudden Rebellions (in History) in the early Game, have more Power and are better organized than the whole Kingdom, for Example spawning completely high Tier Units, all @ Rank 4 ?
I have Rebels in my ED Campaign which I can't even defeat, controlling third of the World, because they are in a Capital, having full Stack of Legionnaires, Cohorts and they have high Veteran Rank.
It's so stupid strong, that even other AI Factions cant deal with their Rebels...
I hope this fixes it to a large Degree.
