My guess is it isnt.
Although I find it funny when i came to realise that there is an increase with crimes in the city. I found two dead thiefs and an... well, one of the surprises, as I quote by the creator, "A surprise you could find behind one of the houses" is a little... I don't know. As in seem to be silly.

Breezehome is at the same place.
With how open cities was created, it is impossible for any mod that alters the cities to be compadible.
For instance, just to the left of the entrance of Whiterun there is a house with no visible entrance, buried deep in the side of the hill, this does not make sense and needs to be removed or raised to such a degree there is a door... somewhere. Not every spare bit of land within Whiterun needs to be used, especially if it doesn't make sense or there for the sake of being there.
To many houses are over locking each other with strange beams of wood and roof connections, doorways half buried etc, NPC's get stuck and causes problems.
Good mod, but still needs some fine tuning to make it really stand out.
