Report a translation problem
In the Settings (Honk + press 'P'), go into CHANGE RATES, and increase the SPEED-BASED INCREASE IN CITY value! This will make going fast safer by giving you even more viewrange based on speed.
Otherwise, there really isn't much you can do to prevent traffic from popping-in altogether without modifying the files.
Though note that anything that increases FPS also increases resource load rate!
Reducing traffic density would surely help, alongside disabling pedestrians and reducing other graphics settings.

Your message implies wrong order.
You can't do it in the vanilla game.
Helps a bit with that but could that be the problem?
I can't imagine how this could possibly affect that.
Did you install "Bunch of fixes and improvements" too, by any chance?
That one does some silly things with the camera!

This issue has been fixed since august of 2018, but as the file is a part of a bigger ongoing project, this has just been forgotten since then, let's get the workshop item updated too! :D

and confirm that there's a file called "DynamicVRC.java" in there and that the file "Scene.java" has been recently modified.
