Was pretty confusing at first when i looked for reference photos for the Shenzhou. Not knowing that some of the photos belonged to another class.
All jokes aside, this does have some reasoning behind it, as the majority of Starfleet ships have topside rising nacells.
Although most of the ships at this time have nacells parallel to the saucer.
So, an argument could be made for either or.
Also depends which class came first.
