you should make a naval map

Is there any way to force or encourage city-states to keep conquered cities without disabling city razing for players and AI Civs? I have been looking for a mod that encourages building up a city state ally much like in your screenshots, but cannot find anything

Yes it can be used in multiplayer. It is much easier to use custom maps in multiplayer now. All you have to do is go find the folder for the map after you have subscribed to it here. Copy paste the map's folder from my docs/games/civ 5/mods into the maps folder you will see next to the mods folder there. All the human players in your game must do this. Sounds a little inconvenient but it is way easier than what we had to do before BNW.

Use the raw map file linked at civfanatics there. Put it in your my documents / my games / sid meier's civ 5 / maps.

i also cannot load the mod, i have all your other maps and love them, any fix for this?

This would actually work really well with my Avatar: The Last Airbender mod. I could just go right through the moutains.

i actually have supreme commander and supreme commander 2. it appears smaller in the second installment though.

@Zhernebog - Use that civfanatics link. Drop the map file attached to that forum post in your maps folder. This folder is in my documents \ my games \ sid meier's civ 5 \ maps.

Sometimes subscribing just won't work for some people. Happens to me sometimes too.

Couldn't get the map running for some reason :( It downloads and everything, but the map is just not there...

Interesting, I have never seen City States conquering other cities.

My other maps were confirmed to work in Vanilla. This one should too I guess. If you download it please let us know if it worked ok.

@Niko. Top left of steam it says "steam" that pulldown menu has a go offline command. After steam restarts in offline mode, exit steam completely. Now start world builder and tell steam to stay offline when it asks. This allows world builder to open after it thinks about it for awhile.

So many mods are enabled in the screenshots.

where is map this located? I subscribed and enabled the Map in the Mod, but nothing happens

I think the Inca are probably the strongest civ on this map if you do not include any city states. Otherwise Alexander is easy mode =)
