The civ trait is also overpowered. When you combine the two, it makes for an unbalanced civ. I recommend a debuff to one or the other to balance it out. Maybe take after the actual Soviet Union, strong production capability, but crappy, easy to produce tanks. Stalin, one of Lenin's most trusted comrades, did say that quantity has a quality all its own.
