Sorry mate, i don't play Attila.
I did some quick testing and it looks like it is working with Radius Anniversary, but i don't know how late campaign balance is affected, because of the additional changes radious has made in his mod.
I don't play DEI, but you can test this out pretty easy by mouse hovering over a city or town main building and see if research rate appears in the tooltip. Report back if you want so i can update the mod description.

Mod is updated for patch 20. If you are on a previous patch it shows up as outdated, but still works if you enable out of date mods.
- If you are on patch 19 make sure you have enabled out of date mods in CA's mod launcher.
- If you opt in the beta patch 20 (ancestral update), no need to do anything.
Both options work fine, tested it myself.
@nick.robinson75 Thanks but i just updated the mod, original creator is Vandal. He deserves all the credit. Indeed it makes you play more aggressive. Also helps researching most tech trees, before meeting campaign victory requirements. It was frustrating ending a campaign before being able to research and build lv.l 5 buildings or unlock high tier units. You were forced to turtle a bit.
