The reason why they wanted the steal sales is because at that time, most places in germany, there was a legal obligation for adult men to own a weapon and because swords do break often(a sword will last 1000 years or 3 battles, which ever comes first), swordsmiths could become very wealthy.

And yes, it has a pommel, it's the metal end of the grip. You just can't remove it for it is pinned instead of threaded.

It's because only nobles were allowed to carry swords at the time, but by the definition of sword this didn't count. Also they never to my knowledge called a machine gun (for example MG 08) maschinenpistole. Maschinenpistoles would be submachine guns. There are also some weapons called machine pistols in English, such as the Skorpion.
