The mod itself is dependant upon CK2+, assuming that its internal name is still the same, so it won't be overwritten by the cleanstate.
The mod itself only contain 2 files:
The culture one which ONLY add bonus to existing ck2+ culture (doesn't contain any cultural info, so if CK2 kept the same culture it had before it'll still works).
The static file tho might be out of date. It'll overwrite whatever CK2+ had, with luck they didn't change much since... 3 years ago.
It is updated for the last release of CK2plus beta before they dropped it to start anew.
However, CK2plus team is recoding the entire mod. So I will not update the CK2plus version until they have a new fully workable release.
I had received reports that Plus was not fully updated yet, only in beta and not totally stable. So I hadn't updated this mod yet. I'll check again at their progress and update the mod if plus is stable.
Plus is finally getting up to date? I'll look into it soon then.

It add new cultures, some of which never existed (celt+aztec...?) so I wouldn't be able to do any researchs on them. These new cultures won't have any bonuses but those from Ck2plus should behave as usual.
I won't begin to make subsubmod of my submod to make it compatible with a third party submod, it would never end.
It should, unless Ck2plus did something recently that broke something. Ck2plus had some weirdness with the latin culture. Will need to check if they fixed it.

I dread to to back and change one value like taxes across all of the cultures for balance purpose, you madman!
There is no real way to link the bonuses to the individual states, it depend on each individual provinces and characters instead.

Oh don't mind that picture too much, it was meant to be simple so it didn't look too bad as profile picture on the workshop. See the main page of the Cultural Bonuses mod (link is in the description) for actual pictures.
And just to answer your question, Austrians get:
Less revolt, more morale, more taxes %, more prestige, fertility and less short reign malus.
Germans are splits in CK2plus, but can be merged into Alemannic under a strong german empire, Alemannic get:
Light Infantry/Pikemen attack bonus, less revolt, more prestige, +1 taxes, more tech %, more retinue and more religion intolerence.
