If i raze the city I have captured, does the rest of the empire still get the bonus for capturing the city?
As for your comments on strength, the Cruiser has a 33% penalty to all land units and can't capture cities, meaning it can't do much without significant support. And I don't really see how it can be very weak and OP.

I noticed this as well. With any ME civ. Great Generals will not spawn due to experience only some outside effect. It severely limits Collectors since one of their UU is a GG.
Well, games never quite reach the point where the GDR would be useful, and an unusable UU makes a particular Civ not worth playing, I'd much rather have a reasonnable UU from somewhat early-on rather than to have Commander Shepard for like 3 turns and only if I'm messing around.
When you get to the Systems Alliance, you should make Commander Shepard as their UU, replacing the Giant Death Robot at Nuclear Fusion, costing 5 Uranium (or some ridiculous amount of strategic resources) and give him 300 combat strength. You know you want to...
