To rise the integrity of your armies you have to win battles, have good generals, etc.. try watching some youtube tutorials on how to do that.

any city any lvl as long as there are barricades. This mod doesn't add new barricades or delete old ones, it just changes the stats of barricades. So (I dont remember) if the lvl 1 city provides a barricade, that barricade will be indestructible.
