Instead of 40 change it to 12 units per army, it is REALLY simple I did it myself.

Any way you can lower army unit sizes, maybe to 12. My PC isn't the greatest and probably would help performance.

nice i remember 1 city had a stack of armys of like 14 armys and all i had was 1 defender army spartan last stand style

If possible, make a mod by raising the maximum number of armies and edicts for DEI... all the mods that do this are out of date
