I simply search the web for good looking base images, like different photos of grass. In my V2/V3 I used a lot of masks to cut out pieces of these images and copy them on other ones after changing their color/saturation/darkness and so on.
By using different masks with different colorshapes, I got the different dirt/grass mixes and diverse looking grass textures for example. And for I used the same masks on all(most^^) my textures, they blend very well.
All this was done only by using Pain.NET .
In my V4 I used Photoshop a lot for merging different images, and not just masked pieces. That way the textures consist of up to 15 layers of 2-3 images changing similar things I did with the masks. Advantage is you don't have that clear 'edges' of terrain elements exept with snow mixes and roads.
