Sometimes you need to launch the game without the mod first, and then close it from the main menu - I'm not entirely sure what this does, but it was advice PDX gave when we were given the new launcher in the 1.8 update.
You can also try unsubscribing and re-subscribing to force steam to re-acquire the files - that sometimes fixes the issue as it also forces the launcher to check workshop files again.
If that doesn't work, another solution I've seen floating around is to go to the folder "C:\Users\YourName\Documents\ParadoxInteractive\Hearts of Iron IV", and delete the "mods" folder as well as mods_registry.json. This forces steam to download all of your subscribed mods again, and force another refresh of the launcher.
That being said, there is code in the game to retire, and even demote generals, meaning that it should be possible to create a system to allow the dismissing, and re-organisation of field marshals and generals. So it is possible for it to be modded into the game. I might take a look into it if no-one else has

Were you using this with any other mods that add generals or change the historical scenario (eg kaiserreich, Fuhrereich ect.)? This version of the mod will only work properly with the vanilla starting scenario. @ Jakerussel1276™ Apologies for a late reply, Steam for some reason stopped notifying me of comments here. If you're still wondering, Austria-Hungary makes use of Hungarian generals, and is a cosmetic tag, rather than a country tag, so you should be able to integrate them just as if they were ordinary Hungary

For whatever reason, it usually takes a while for the updates I post to synchronise with the launcher and the Paradox servers - so it might not work immediatly. This usually seems to resolve itself in a day or two, but I'll keep my eye on it and make sure that it goes through.
TL;DR : you have to use the decision to integrate commanders, rather than directly integrating nations via autonomy
