UPDATE FOR THE PROPHET AND WARLOCK
doesnt work completly, i can only recruit one as normal and it is lvl 9 but i can still lvl it.
So it has the rank 9 chevrons when recruiting, which dissapear after recruitment?
Does the name of the unit also change color to orange after recruitment?

It was a mod conflict, a 200% unit size mod specifically
You can put this mod aside and change Campaign_cap to -1 in the unit size mod (and unselect 'restrict XP gain' somewhere in the same main_units_tables) This might do the trick as well
Not sure though.
Let's say you start a new mod.
Open PFM, 'File','My Mods', New, Enter Mod Name, Enter Directory.
This will open a window called Open pack to extract basic data from (left on top).
For example, when I do this, this window will bring me to
D:\Steam\steamapps\common\Total War WARHAMMER II\data
Among the files, you search 'data' and open it.
This will open a 'packBrowseDialog' window with just 'data.pack' in it.
When using the + sing, amongst all the results, you select 'db' (use +).
Here you can search 'main_units_tables'.
Open it with + and select 'data'.

I'm afraid you might have to delete everything to install once again (in that case).
Total war Warhammer had me format my computer once... :s had installed it on my c drive (silly me)

So while this mods works due to checking '-1' as max amount in 'main_tables'. The other table has a column as well concerning max amount of units which sabotages the main_tables it seems at first sight. Will check out further.
@Zizix: Came across our good friend Queen Bess while making the mod.
I could make a separate mod for Queen Bess : p
there's one mod that call "One Round RoR" in the workshop but its outdated right now. Maybe you can use that as your based? Anyway Thanks for your mod!

The 1 turn wait time is something I 'chose' indirectly.
There is a certain table (concerning maximum amount of units) that is normally set at 1 for RoR.
(At least for now). When you change this to 0, their rank will still be rank 9 when recruited.
When put to -1, they become rank 1 with waiting time of 10 turns for recruiting.
Will have to check to see if I can easily influence it.
Their is a certain recruitment pool table I could check out.

Seems the mod doesn't work if it's not linked directly to vanilla (vanilla - sfo - rorxpmod).
Chances are the it can only be done in the sfo mod itself.
