Do a 30 day wait/sleep. On the console, this would have meant sleeping or waiting for 24 hrs, 30 times, but on PC you can use console to make it go more quickly. Save first, always.
Use ~ to open console, and type
set timescale to 200000
~ to close console, and count the flashes of sunlight. When you hit 31 or more, open console and type
set timescale to 20
and close console, to return it to default time. That made 31 days pass in-game. Then fast travel to another location, and see what they're wearing.

Is there any chance to make the different guard armours improvable at workbenches? I like wearing them but they fall behind in terms of stats very quickly.
but may i suggest that you add things like ranks to guards eg elite guard in the jarls house or a battlemage/mage like guard
