My question is this: when was this model originally created? 2018? Or was this made either in, or before 2010 and just not uploaded here until 2018?

These 2 traits are what make medic so good, and as long as the provisioner doesn't have them, it will never be as good as the medigun.
also, having it just deploy metal would make the weapon underpowered, as dispensers both heal and supply. making the provisioner unable to heal would make the engineer less effective at supporting his team as an engineer with a level 1 dispenser, especially since dispensers are also capable of healing multiple targets at once.
re-using textures is easier on the game engine by reducing the number of textures it has to load.
lower-resolution models are also more computer-friendly. that said, if any of you want to improve the model or make a texture for it, feel free; there's a link to the model in the description. just try not to deviate too far away from the original design concept (concept art is also on the model page)
