1. I am intending on pairing this with the Diviniy Conflux mod Odin provides. I have this just above all of Odin's mods in the load order. Is this fine? Also, does this mod affect any player wielded, spells/skills? Or just the AI?
2. As far as leveling goes, i'd like a pretty natural exp growth playing through the game. In your opinion, is just leaving enemy scaling on sufficient for providing a tough experience? I'd like to make sure I am definitely hitting level 20-21 by end game without steam rolling through enemies with full builds.

Almost a year has passed. You could update in Steam one of the intermediate versions, which you consider stable. It seems that you are going to change this mod from time to time (and some problems I have not met), it is worth publishing something here.
EUO beta is basically being developed alongside new extender updates, so it uses new features as things progress, such as some new UI modding capabilities (which are used to display custom tooltips like this for displaying enemy upgrades / loot pool):

For your compatibility question, they're compatible in so far as they don't alter the same things (EUO doesn't really override anything anyway), but that mod is quite old and has overlapping features.
1. Raise the level of allies to the level of enemies or at least to my heroes. Without the Buffs in this mod, just increase the level so they can survive easier. You can even leave them damage the same, low damage (corresponding to their original level, 11, 13, 15 or what they had).
2. Make the experience setting for enemies as if they're at my level (i.e. I kill enemies at level 20, in which case I'll get experience as if I were at level 18). This will reduce the rapid growth of my character level. Especially, you specified in your mod - there may be problems with enemies level 35. And who knows what level my characters will be before the final battle in Arx, maybe 33 or higher.
I put the level of enemies above mine by 2 (for example, I am level 18 and enemies 20). Since I use other mods (more different points to distribute characteristics with each level, more characters in the game, better summon), such enemies are quite real to defeat - even enhanced by the options of your mod. And I get a lot of experience after killing, and I already have level 18, although I did about 2/3 quests on Reaper's coast. Sometimes in battles (like defending Paladin Bridgehead
