I understand your worries but i usually think a LOT about balance when releasing a mod, its always my primary concern and i tested this one and i think its balanced, its less powerful than some other UB, just check the arabian market unique effect. Also you usually only work the sea tiles that has a ressource on it, especially now that they dont give gold anymore.
Also this bonus is limited to coastal cities unlike other UB.
Finally the +1 happiness is a +1 "Local" happiness wich is much less powerful since it wont give happiness if the city population is too low vs other happiness building.
The Moai is a big part of the civ, the huge culture loss had to be compensated with something flavored and not too weak, while staying balanced, i think that does it.

there is already many mods that do that, i personaly dont do those kind of mods, there are too many already and they are well made.

Having Moai stax like road would make it way too powerful, remember they get gold bonus too when fligth is researched.
As in, having a set of moai around a tile edge and a farm or something in the middle, maybe with a road going through too...
