The only way I've been able to get around this is by removing range and ship rate modifying modules and avoiding researching too many techs that enhance either. Also the dynamic difficulty mod has an extra modifier add-on that lets you reduce the percentages of both. Just a heads up if people ever complain that using this mod is making their ships or starbases not fight.

@Kentumatsu :D Nice. Sorry tho you will face pure madness (didnt get to actually balance them yet :D ) just friendly advice be vary of Frigid species.... those dudes have really beefy ships.
Shoud be fine on 2.2.* since this needs only the name of planet pref trait to work which they wont change... i hope .... but its paradox...hmm... now im bit scared
