Modders: Thanks for all you do, I love this game but suck at modding.
Yes this need GS since it's just a modifier to the original Canal in GS.

I tried, but the canal requirements are hard coded into places that normal modders can't rearch, so it would be impossible for now.
Dang, was really hoping there would be a mod that changes the canals to something similar what EireNero had asked. I've been playing a match on a fractal map, and so far things have been mostly land locked seas. And as it happens there's no connection between the seas that are just 1 tile. Got to late game and saw the canal improvement and thought that could be a workaround. Only to find out its a two tile connection only. With the panama canal being the only one worth anything, in that it can make a connection of up to 4 tiles. Granted a mod that buffs the improvement itself beyond this would be great too.

How about: If player builds Panama Canal adjust to a lake, that player can build up to 2 canals pr cities, connecting several lakes to gether with "Panama lake", to one big canal system, streatching from ocean to ocean. All players, not in war with owner of Wonder, have Open Boarder through the Canal-system, for a fee when crossing.
