Hey, just letting you know I did a small patch to make the shirt more common, giving it to multiple vendors and not just ninjas.
May have overdone it a little but eh, balance wasn't really the goal, I just wanted to make it a lot easier to kit my whole squad in it without having to make it myself!

No. The shirt is only added to the Shinobi Tower vendor. There is also a blueprint.
