(for what it's worth, I quite enjoyed the Stock -- I had a few very Overwatch-centric characters who happened to roll relevant perks, so this was a nice fit)
Stock is underpowered considering most of the time you want to play offensively + there is penalty to overwatch shots. Especially when we compare to Scope from this mod: 5/10/15 aim for Scope vs. 10/15/20 aim for Stock. But Scope can be used offensively and defensively/on Overwatch shots.
Scope is perfect balanced I think.

It can still appear as a resistance order (AFAIK you can't disable them without touching templates), but you can simply use a different order.
This would be a quick useful fix until you make Insider Knowledge bonuses for these.

What does that mean? I can't find any mods with *Tactical Suppressors* or *Uses WotC* in the name.
Fixed HairTrigger triggering every time. I fixed this some time ago in RPGO already but forgot to fix it here.
Insider knowledge is not supported atm. Its on my todo list for RPGO and once done i will update this mod too (hopefully i dont forget this time ;))

Sorry for not answering. Steam decided to kill my comment subscription of this mod. Happens unfortunatly from time to time.
in the XComRevisedWeaponUpgrades.ini of this mod you see many ini entries like
SCOPE_RANGE_CHANGE_BSC[0] =-5
[0] is the tile proximty and -5 is the aim bonus (or penalty in this case)
so
SCOPE_RANGE_CHANGE_SUP[10]=15
means a superior scope (_SUP) will add +15 aim when you are 10 tiles away.

The mod uses the basegame crit adjustment so you will find the config in the basegame config files for that.
Also, how does this mod interact with "Insider knowledge"? (Resistance order)
Could you tell me though, under [RevisedWeaponUpgrades.X2Ability_UpgradeAbilitySet] in your ini file, do the AIM_UPGRADE_BSC = 5, AIM_UPGRADE_ADV = 10 & AIM_UPGRADE_SUP = 15 give the scope a base upgrade and the range changes then adapt the aim bonus afterwards?
For instance, the basic scope gives a flat +5aim, yet being within 7 or less tiles removes 5 aim meaning you gain no bonus, and being 8-25 tiles away adds an additional 5 aim meaning a bonus of 10?

Is it possible to do purely with changes made to XComGame.int using Notepad++, or is the fact that you've overridden the vanilla X2WeaponUpgradeTemplate mean that it would require more extensive work?
Thanks also for having functionality for fiddling with the overrides.
How does this work with the weapon mod bonus?
