I've had all mods installed, and tried to use "move it" to align to the trough, and still can't see the light effects.

Definitely possible with illustrator, I still use Flash (Animate) for precise shapes, geometrical patterns (the Opera house tiles for example) to supplement, but I stage it all in Photoshop because I use raster based effects often. the outcome is a set of PNG's either way.
SketchUp should be viable.

I'll do them soonish, I'm working on the Rivercat at the moment.
If you want to make some assets, you can grab Blender for free, but you'll also need a graphics program like Photoshop that you're comfortable with for the textures.

As for Sydney trains specifically, NSW Transport's website is great in that they actually have diagrams of most of the trains, that you can load in to Blender as a background image, size up and then basically trace the profile to get the proportions right. Then I used just google images and my drone to get reference photos of the rest.
