can you maybe try running the game once with only this 1 mod installed and see what happens? Might be a different mod

Hmm maybe thats why my last bandit play through was so rough :p
The bandit loot mechanic that they use instead of military supplies is kind of weird with the mod. It's very easy to get armies stuck with no loot right after being recruited. Other than bandits I consider this a must have mod for every single playthough.
Sorry you feel that way. I am a big fan of the bonuses that come with the maluses. In fact slowing fown the early game is also something I enjoy.
I am aware of Cao Cao situation. In fact its quite easily countered by making Cao Ren a minister (use my advisor mod). Putting points into his Expertise skill nodes (Use my improved skill tree mod) or giving him items that increase expertise.
Alas, even if you dont manage any of the above , +2 construction time is not the end of the world, use the assignment to decrease construction time as a last resort. Wish you the best.
2 turns slower construction, factionwide, for low expertise is very bad. The issue will compound too since the heirs and prime ministers tend to be commanders and other non-purples with low expertise as well, so you will get even slower construction times.
One problem that makes this mod unplayable for me -
the faction/heir/prime minister negative Wuxing.
The tradeoffs of negative Wuxing makes sense in administrators and generals because you can CHOOSE them.
Your faction leader on the other hand isn't chosen, and even as a legendary he's going to have 2 stats that will give you massive negatives, to your whole faction, for the first half (or more) of the game!
For example, Cao Cao has low resolve. That means from turn 1 and for the rest of the game, you will have +2 turns on all construction for every single province. This alone makes Cao Cao unplayable with this mod, since he will never be able to build up fast enough and it's immersion breaking that Cao Cao's faction is some barbaric faction that can't build buildings.
female characters share the same WuXing stats? Yes it works with my skill tree mod. In fact this, the skill tree mod, commanding skills and advisors are all meant to go to together. Id recommend using them all with the rest of my collection.

Also surprised startpos mods are already updated this close to launch of new DLC. Fyi if you don’t have the Newest DLC I could see some of my other mods causing crashes . Not this one tho

Whats wrong with it? it should work fine for MoH, ignore the launcher warnings.
I really appreciate that this mod is stand alone and isn't bundled in some huge overhaul (although your other mods are legit good as well).
There is only one buff line. “ when faction leader, heir or minister “
I tried adding just minister but it doesn’t appear possible . Not going to get into why .
Thanks for the answer - is it possible to create Minister-only faction wide buffs or is there just one faction wide buff group and you choose who goes into it. (i.e. is it even feasible for me to create a submod out of it).
Sorry you dont like the combination and rebalancing route I chose. I guess the answer to your question is "no" as I have already implemented this in a much larger way that works for me.
