I DO have the Extended Policy Cards mod on, and haven't tested out each mod solo yet (as... that requires a play-through to Cultural Heritage which takes a long time).
Figured I'd ask here first just in case?
First, if you switch governments and switch back to the original one, you can no longer use that government's exclusive policy. E.g. being communist with the collectivization card, switching to democracy, and then switching back later to communist. You can select the policy card and put it into your government, but as soon as you click accept for your new policy/govt combo the game spits it back and gives you the "select policy" option but doesn't actually let you do so (since you've already changed policies that turn.)
2ndly, if you use a government exclusive policy, when you unlock the tier 4 governments, you can't use that policy for the same reason as above. E.g. if you used New Deal earlier in a democracy, you can't use it in a technocracy, but you can in a digital democracy.
