Take in note, that all this attacking land thing is quite complicated. First of all, you can attack only if you adjacent to enemy (therefore, you first have to move closer and then attack). Secondly, if you go on incorrect land plot (where there is no enemy) - ability is temporary disabled. You will have to move in order to activate it again. It is all related to AI-behaviour so it doesn't get stuck in infinite loop.
Upon game reloading, it seems that ability is not checked properly, you will have to move as well.
You also have to be a Haida (if you have somehow war canoe as other civilization ~ it will not work).
Steam sometimes fail to download mods. You can use http://steamworkshopdownloader.com/ and copy mod to your Mod folder.
I have reverted the Haida to version 15 (attack on land is Haida's trait ~ tested, working).
You can check descriptions in Civilopedia.
The same goes for many of your other mods - it's hard to point people towards a civ download if it includes other civs as well.

Huge amount of materials I found was focusing on Haida, presenting them as dominant "vikings" of the region. I wasn't truely consider other options, because Haida seems perfect (culture, military, naval civ).
Try deleting Civ5ModsDatabase from "...\Documents\My Games\Sid Meier's Civilization 5\cache" (default location).

It works fine for me.
You can't build once upgrade the unit, but fighting should cause no problems.
