That's possible, haven't updated the mod in a long time, haven't picked up the new DLCs yet either.
It's highly likely this mod won't work until I get around to updating it again.

Currently I've listed those two DLCs as required as I'm unsure whether or not the base file references them. I'd say you're free to give it a go if you miss either or even both of them, but I'm also not sure if I'll be of much help troubleshooting if it doesn't work if that's the case.
The base file (SimulationDescriptors[Empire].xml) references quite a bit of data, and I assume it also references data related to the Penumbra and Awakening DLC. It's possible it doesn't actually require the DLC tho, but you know, better safe than sorry.

Base game allows you to have 999 of every strategic, and 999 of every luxury resource, with any excess being discarded upon overflow.
The science surplus on the other hand, only allows for 2 times your per-turn value as surplus, not quite sure how much of an effect that has, considering I've never really seen research surplus stack up much.
My mod simply increases both of those to 9999, so instead of resources being discarded once you go above 999, it does so after 9999, so can pretty much store 10x more.
In terms of science surplus, it's 999x the turn value, again, not sure how that would affect things on a balance level.
If there's any other simple mods that haven't been updated for a while, I can look into that too.
