For now it just uses mod archives and creating your own ones will be enabled in next beta containing expert mode.
But you can do your song list, make a zip archive from it (containing the sound and music folder - for all data are used as if extracted to the game folder, so you need all the folder structures used in your game folder - like the mods created by AoE/Steam) and copy it to your game\mods folder.
That way my Mod Manager will recognize it and you can use it like every subscribed/downloaded one.
Right in case dealing with soudtracks I would definatelly recommend to use my Mod Manager, for it seems soundtrack mods are the ones not working as expected the most of all mod types.
In case you want to publish a soundtrack, have a look at my modding guide. It describes how to upload a mod and how to create your own soundtrack.
Here in short:
- Rename all tracks you want to implement to xmusic1.mp3, xmusic2.mp3, ... in the order you want them to be played.
- Then place them in your game\sound\music folder.
- Go to AoEs scenario editor and click the workshop button in the editors menu.
- Click 'Add files' and choose every file you just placed in your game\sound\music folder.
- Just publish a mod like you did with your other ones
- In steam go to your mod and click the 'links' button in the green rectangle.
- Type down the url of your video you want to link (in my case they already were on youtube, so for your own ones, you will have to upload the video by yourself).
Keep in mind the larger the mod, the more likely you'll get error 16 and have to try publishing it again!

Without you have to do the unsubscribe/verify/resubscribe thing every time, hoping that there will be no bug.
That is probably a big question for most any mod.
When that is finished at your next game start while the first inrtros are playing, it should be extracted to that folder. For it's a larger mod, this could need some time, so I would recommend to not cancel the intro before the chess video plays.
If for some reason this is bugged, you can do it manually by going to your game\mods folder and open the mod file with 7zip or any other tool like that, as all mod file are just zip files without an extension. You now can place the soundtrack in your music folder.
How do I place this file into my game/sound/music folder?
So to get it back working you have to reactivate the mod.
Try to verify your game cache and delete the mod file from your game\mods folder.
Steam now should redownload the mod file and extract it.
Keep in mind both takes some time due to the mods size.

But I tested it and it worked for me with this upload.
I don't know what causes this . perhaps a connection/server error.
I'll post a download link for everyone having problems.
For extracting it manually, just open the file with WinZip or WinRar and copy everything in it into your game folder. It should overwrite the sound\music folder.
After that you should have a xmusic1 file with around 50 mb and be able to hear the music when ingame. Just keep in mind, that this way the music will be reset to default every time you verify your game cache. So you will have to replace it manually after every verification.
I subscribed the mod myself, and it worked. But I experienced sound mods doesn't work for me much more often than every other type of mod. I don't know what causes this.
Please try to extract the mod manually to your sound folder. The first upload of this mod was broken for several subscribers showing up in a broken archive file. If this should be the case this time - I'll upload the file seperately posting the link in the description for everyone that doesn't get it to work.
And in case you had another soundtrack active before, did you verify your gamecache?
And in your game\sound\music folder, is there a file xmusic1.mp3, that has a size of more than 50 mb?
After subscribing (keep in mind it needs some time to download and exctract all the tracks), they play automatically when in a game.
If they don't, try to not cancel the intro that early so the game has more time to completelly extract the mods zip file.
