ArmA material that is public, can be reused for ArmA... As long as it is shared under the same license.

The map is just as it was, only with a few implementations of improvements that Arma 3 includes over time.
A good mission editor, creating a little bit of ground action, fixing the terrain issues and decorating the streets, could make for a great helicopter insertion mission.
