Unlikely. There is already a very comprehensive name mod for all factions in WH3.
I got them from warhammer army books.

By frequency, I mean the Frequency column in names_tables.
Instead of working on it now and then not for several weeks, would it be okay if I gave it a go, with your list of names? If it works I'll upload it, and when you return, I'll take mine down. If it doesn't work, you'll not have wasted any time.
That's exactly what I mean by not being able to find them. I think those names in the directory you just pointed out might be the names that spawn in every campaign, but aren't part of the randomly generated names in every faction name group.
Nonetheless, I'll give your simpler solution a try. If by frequency you mean the Type column under names_tables in the current pack, where the names are currently set at 0, then that should be a fairly easy fix.
I go back to my ship tomorrow and won't be back to fiddle with mods in the meantime for a few weeks, but I'll give it a go tonight. Would solve a lot of problems and make me happy with those goddamn blank named Slann.

I'm not quite clear what you mean by not being able to find the old names. They appear to be in text/db/names__.loc.
A submod would work. But if simply setting the frequency to 0 also works, that would make the mod a lot simpler and compatible out of the box. And you can still keep whatever vanilla name you find that is still acceptable.
Because then the old name pool still exists. I could add my new names to the old name group, but most of the names would still be the old names.
I haven't been able to find the specific names for the old name pools either (within the game's file system), otherwise I'd just swap out the old stuff with the new stuff and there would be no conflict. The closest I've been able to find for that are names for the same heroes/lords that spawn with every new campaign, but none of the randomly generated names.
I plan to do a sub-mod in the near future that will remedy these issues, where I basically just plop Mixu's lords into the new name groups.

Oh good, glad you found a work-around. Mods that add heroes and lords, there are many of them, and if the creator's are so inclined, can make a compatibility mod, but it's not something I'll go out of my way to do.

It's a noted issue. I don't know how to fix it. You'll have to name the Slann yourself.

Yes. But Games Workshop punny names are Mesoamerican inspired, and half way blend if you don't know any better. Dutch names and penis jokes stand out more, even as they are different sides of the same coin, all depending on how much silliness you want in your faction.
Fixed the Skaven quest battle issue, they will use vanilla names. Still working on the Slann issue.

That lord near Gor-Rok has been dealt with, temporarily, by me changing that Skaven clan's name pool to the vanilla name pool. I'll be looking for a less hamfisted solution soon.

Yes. Mixu or someone else did something with the mod configuration tool to enable elf names, or maybe he changed his own mod somehow so that our mods wouldn't conflict. Given how new this mod is, I doubt similar measures have been enacted.
Also, I discovered a bug that the Lord near Gor-Rok's starting position has no name, even if this is the only mod enabled. When you enter battle with him, the army is listed as dy_Warherd of the Shadowgave".
Finally, Mixu's mods seem to be fine with the elf names now as Kouran spawns correctly. Is this mod somehow different?
Glad you dig it. I won't be combining the event art mods, individually they are only going to get larger going forward, and I've noticed mods that exceed a certain size on the workshop are often split into different parts, and both are decent size right now.
Naming mod wise, I'll see what I can do. If it did work, I would post in both pre-existing mod's descriptions rather than create a new entry.
