The only surefire solution I can offer is for you to simply put the vpk in your custom folder, it will 100% work properly then.
You can find the .vpk in:
Steam\steamapps\workshop\content\362890\1933190371
Details on the mod page are sparse because I'm currently very busy, I'll pretty it up later.
@scottmorton99 I'm investigating this, it may be a workshop issue. In the meantime you can get around it by navigating to
Steam\steamapps\workshop\content\362890\1933190371
and copy the 'Urban Warrior Marines.vpk to
Steam\steamapps\common\Black Mesa\bms\custom
The game always checks for custom content here, so even if it doesn't work on the workshop for some reason, it will always work when it's in here.
If anyone else is having this issue, I would suggest trying the same. I wouldn't normally suggest the nuclear option first, but Adam (the lead developer) did suggest using a fresh install for Black Mesa 1.0 and this did correct the issue for me.
I would have loved to apply the emblem to the arms, but unfortunately the texture is mirrored down the middle, so one side would be backwards. Flag can be done though if I can make it look good, since they are wearing a modified G3 Combat Shirt, the area where the patch would normally go isn't the same as it is on the real design. That and I'm not sure the troops would want to be wearing the flag while gunning down civilians though!
