Yes, you move anything and add anything including adding 30 tanks & 10 helicopters or change all the buildings into a tiny house in the editor. Besides i made this with the editor

Apparently, the materials file for that map is missing. The quick fix would be to just copy and paste a material file from the identical maps to that map.
A complementary mini-mission will be put along with the fix.

After all, the triggers are made such that it is modular, and is expandable to any area desired.
The mission can be accessed, by going to the mission tab (F3), if you do have it.
The directory of the map of which the mission will be in is:
single/04_modded_custom/dd - city of lights white max <-----
Just click on "free roam simulator mk2", wait for the whole thing to load and then click 'START' on the top left hand side of the screen.
If it now says 'FINISH' instead, you have activated it. (Just press it once you are done playing.)
After activating the mission, there will be four options, in the menu at the right hand side:
-CHAOS MODE (Continuous enemy attacks, incremental, the is FUGITIVE SYSTEM rushed to MAX)
-STORY MODE (unavailable)
-FRS (Free Roam Simulator, recommended if you want to see the city come alive.)
-Sandbox? I think?

F6 - Environment presets (It will make the game render the scene/map in with it's special properties like time of day and skybox type.)
F9 - Complicated stuff, that includes diplomacy, whereby you can change the relation between your teams, either neutral, ally or enemy.
That's the absolute basics for now If you need more help, I suggest looking up guides and tutorials under the key term, "Gem editor" because that is the type of editor you're on. MOWAS2 and CTA both uses it.

F1 - Play Mode (For testing, etc.)
F2 - Map editor (For building and spawning AI, press the numpad numbers to change the team you have.
Depending on it's paid or not, you may have access, to the more complex and in-depth Mission editor, F3, which allows for a series of special events happen to your will. But you will need a bit of knowledge on programming to fully use it, so I recommend seeing some tutorials.
In either F2 or F3, you will be defaulted to the entity spawn menu, to switch types just press 1,2,3, etc. But spawning enemies and allies is fun, so why move out of it?
Exploring is a good thing though.
