One important thing to be aware of, after changing car parameters you must determine max speed and then set it for your car. To do this, go straight flat out until your car doesn't go any faster. Notice the speed in bottom-left corner of the screen (in kilometers per hour). You don't have to be on road for this, in Car Editor going off track won't slow you down.
Important, be sure you have reached the highest gear on your gearbox. In some cases car may not go above 4th gear, i.e. if it's too heavy and engine is too weak.
Then hit End Test Drive, go to Parameters and update Max Speed (KMH) slider to the value you had. In our case it's 240 KM/h.
