The lag is something that I have encountered before. The reason is the change made to "00_cb_types" (under "\common\cb_types\) which enables the through-vassal wargoal mechanic. Unfortunately the only way to fix the lag is to remove the mechanic. If you want, you can easily do this by deleting the folder "cb_types" found in the mod files. You may have to download and place the mod in the eu4 mod folder manually as Steam probably won't allow you to modify the mods. The download link is "https://1drv.ms/f/s!ANNPjuR6RV-iaQ" . Let me know if this solution doesn't work.
If by "additive effect" you mean the liberty desire of multiple client states adding up (as is not the case in this mod), then you should change 'relative_power_class' (in 'subject_types.txt') from 1 to 2. Normal vassals are 2 and PU's are 1.
If you mean client states not taking a diplo slot (as is the case in this mod) then you can change 'takes_diplo_slot' (again in 'subject_types.txt') from no to yes.

The liberty desire increasing with each client state's increasing development is normal. That is also how PUs work; a bigger PU has a bigger liberty desire. The difference with the vanilla client states (and other normal vassals) is in the additive nature of the liberty desire. In vanilla, if you have 10 normal subjects, then their developments and military strengths are calculated together (affecting all of their liberty desires). But if you have 10 PUs, then the development and military strengths of those PUs are calculated individually to get liberty desires which are independent of each other. In short, it is easier to keep 10 PUs loyal than 10 normal vassals (of comparable size to said PUs). This mod makes all client states behave like vanilla PUs when it comes to liberty desire, so that they are easier to maintain but they may still become rebellious if big and strong enough.
-Client vassals now cost no diplo slot
-Overlord can siphon income from client vassals
-Overlord can enforce culture on client vassals
-Overlord can enforce governor on the client vassals
just use this version. it should work with 1.29 just fine as there is no difference between the two versions as far as this mod is concerned.

the thing is, i cant run Extended Timeline (the UI doesnt let me activate it.. pff bloody paradox -_- ) ... so i couldn't playtest it myself!
i used the updated Extended Timeline files to update/fix this mod. in theory, it should work but if there are problems let me know.

This Extended Time line version will be updated after ET itself is updated for 1.30.

I have reuploaded new (1.29) versions of (most) my mods. These had to be reploaded because I couldn't update the old ones due to the crappy new UI.
