Nerf their range. A simple unit of archers has more range than half the ranged roster of other factions.
however, the damage at this point is already done... Cothique being the absolute c***s that they are, invited one high elf faction after the other into a war against me and thus my current millitary allies do absolutely NOTHING to help me as these other elf factions didn't declare war directly on me, which results in droves of elves just strolling right through my military alliance buffer zones.
i figured i'd be able to handle them, until suddenly, out of nowhere, Tyrion cancelled his trade agreement and non-aggression pact with me, and immediately accepted to join Cotique's war on me in that same turn.
needless to say i am outraged.
When it comes to growth, first, they can always capture higher tier settlements from others, and second, in this game population doesn't really exist and you only need it so you can have more buildings in your cities.
And in lore we can see that both dwarfs and elves have giant cities, but no people living in them. For example in the first Tyrion and Teclis book, when Tyrion first arrives in Lothern and goes exploring he notices a lot of empty houses.
In the end it would be cool for CA to actually add a proper population mechanic to this game, since it could solve a lot of problems, they(and me with this mod) try to fix artificially, but it will never happen.
When it comes to scripting in this game I cant really comment, since I haven't been doing a lot of it. While I can say that your idea for script is possible, I wont be the one to bring it to life (i think).

Can't really think of any other order faction in need of nerfing. Lizardmen, Kislev and TEB factions are usually struggling anyway in my experience
