Report a translation problem
I just played the final scenario on No Mercy. Moving quickly, it will take about 15 minutes. There will be 3 tanks before the chopper comes. It played fine for me. It is an intentionally long, drawn out ending aimed at amping up the "Where the hell is the chopper!!??" effect.
What mods are you running and at what resolution? I'd like to see if I can replicate the issue. Offhand, it sounds like one or more of your party may be running a trainer, possibly for ammo and it's locking the timer.
I just played the last stage of Dead Center with and without this mod and both runs took approx. 5 min. I did the exact same path and took the exact same actions on both runs with the exception of smoking Ellis on the run without Extended Hordes on. I got 68 kills with Extended Hordes on and 63 kills with it off. I had to shoot a little more on the second run because Ellis got dead. Maybe due to the AI pathing they possibly jam up at the spawn points. Personally, I didn't see an issue on the last stage.
Any solutions for this existing?

And why would I do that, especially with the way you phrased ir?
1) Recent changes to the core game itself. I can't help you with that. Unsub and find something else.
2) Your RAM timings haven't been set properly. Set them according to your motherboard and associated hardware configuration. Make sure to set an appropriate XMP profile if necessary and carefully check the QVL list for your motherboard.
3) Your motherboard, processor and video drivers may need to either be updated or possibly reverted to an earlier version specifically with Nvidia video cards and Ryzen processor combinations.
Can you make a version with no bonus effects. One that spreads the hordes out like in vanilla.

There are no bonus effects unless you're talking about the increase in ammo and I'm not changing that.
I'm not dropping the amount of zombies either. Maybe stop running away and fight them.

It also prevents heavy groups of mobs and makes the horde a contiguous wave, rather than a clump. The end scene gets stretched a lot farther out to add to the tension and really augments the "where the **** is our evac?!" moment.

If you are experiencing the issue while hosting MP but not single player, you need to set sv_consistency 0.
Don't try to run more than one mobs mod. They absolutely will conflict.
A lot of less experienced mod makers add more files than are needed because they want to make sure their mods work, even though the majority of their included files are not necessary. Like a weapon skinner including the default config file for the shotgun, when all he changed was a paint job. This is typically how mod crossover interference happens.
Something else that would affect the mods appearing different today than they did back when the mods were created would be hardware. Older systems used to have to cache game instructions and "cue up" mobs to a higher degree, so on some systems, it would appear as a sudden in-rush of mobs, whereas, nowadays, procs are more efficient and there is less of a cue. I would say start troubleshooting by eliminating any other infected mods except one. Add other mods one at a time, play a game, add another mod, etc. to trace down the interference. Start by disabling all mods with the exception of Super Hordes or Extended Hordes and see if the performance of the mobs is different than with your regular set of mods enabled. If the performance is different, you have a conflict.
Part 1
The amount of mods is not as relevant as what type of mods. If you are running multiple mods that alter different aspects of core files, you may not get a conflict warning in the Add-on menu, yet you may still get conflicts in the game. Skins for a weapon will not affect the performance factors of a weapon but if you d/l a mod that has both, you will overwrite any other mod for that weapon specific to one aspect or another. The mobs config file is a temperamental file as it affects almost every aspect of the infected by itself. If you d/l a mod that affects, say, the size of the mobs, it will over-write every other aspect of the mobs as well.
my issue is could it be that having way too many mods checked in the addson folder could prevent this Extended Hordes and BlackCats horde mods to happen just wondering ??? cause i don't see 300-500 big horde on my screen anymore
